Requirements for EIA

The procedural requirements for applications for orders granting development consent are set out in the Planning Act 2008 (as amended) and related secondary legislation. The Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 (the EIA Regulations), contain provisions relating to: screening and scoping; notification and consultation; matters related to the production of Preliminary Environmental Information; and the preparation of ES’s. The Planning Inspectorate’s Advice Note 7 – Environmental impact assessment: process, preliminary environmental information and environmental statements (NSIP Advice Note 7) provides guidance on the process and the legal requirements.

The EIA Regulations provide that ES’s must be prepared by competent experts. EWR Co as the Applicant has appointed suitably qualified consultants to undertake this work. Mott MacDonald and WSP, as a joint venture, are responsible for the coordination, compilation and procedural review of all environmental information prepared in support of the EIA. Both Mott MacDonald and WSP are registered under the EIA Quality Mark operated by the Institute of Environmental Management and Assessment (IEMA) which recognises their commitment to excellence in EIA activities.
